In addition, a prison system school principal alleged that the prison system's director of higher education advised Muskingum College and Muskingum Area Technical College to bill the state for ineligible participants, according to the report. Principal Anita Livingston also said that Samuel Jackson, the higher education director, told her to sign invoices that both knew were inaccurate, according to the report.

The state also paid a private food service company $2.08 million more for meals served to inmates than the state's contract with the company required, according to the report, a copy of which was obtained by The As- sociated Press. The Department of Rehabilitation and Correction should negotiate with colleges and universities that were paid for undocumented inmates to recover the money, says the report by State Auditor Jim Petro. 66 This shows that all kinds of hidden costs and liabilities occur. The first is an investigation of a contract between the state and Oakbrook, ARAMARK to provide meals to inmates at Noble Correctional Institution in Caldwell. The twoyear, $6.8 million contract was signed in October 1998.

Petro began investigating the ARAMARK contract in December 1999 after getting an anonymous tip that the company was billing the state for meals it hadn't served, according to the report. The second part is an investigation of the prison system's Ohio Central School System. A probe of specific programs at Noble and Belmont led the state to audit classes offered by seven other colleges at 11 other prisons, uncovering the $2.8 million in spending on inmates with questionable documentation. Petro began investigating the school system after three prison officials at Noble and Belmont expressed concerns about the system in January 2000. Among allegations the officials raised: Ineligible inmates were enrolled in the programs at Noble and Belmont prisons.

The colleges including students attending, the report added. After reviewing billing records for classes at those two prisons, auditors found the state could have saved at least $186,000 by calculating payments on actual attendance rather than enrollment. Livingston is no longer employed by the prison system, and there is no listing for her in Ohio. Jackson is off work on disability; a message was left at his home. Wilson declined to comment.

A Muskingum College official said Thursday she was aware of the issue but couldn't comment until she'd seen the report. A message was left at Muskingum Area Technical College. The Belmont Tech president has said previously the college was not aware of any irregularity; a message was left seeking further comment. Since the audit began, the state disciplined Livingston, reassigned several central office officials including Jackson and instituted internal audits and tighter policies and procedures. An ARAMARK spokeswoman said she could not immediately comment.

A state employees' union took over food service at Noble after ARAMARK's contract expired. The audit's findings illustrate the problem with contracting out state services, said Peter Wray, a spokesman for the Ohio Civil Service Employees Association. Nov. 7, 2001, at his 1 residence. He was born July 17, 1916, in Van Wert County to the late Otto and Bessie Mae Cattell Hoverman. On Dec. 24, 1939, he married Dorothy Black, who survives.

Mr. Hoverman retired in 1977 as a machinist from Continental Can after 38 years. He was a member of the Church of the Nazarene, Van Wert. He had been a member of Loyal Order of Moose Lodge 1320, Van Wert. He was a 1935 graduate of Ohio City-Liberty High School.

Survivors also include a son, Larry W. (Connie Hoverman of Van Wert; a daughter, Kathleen Kay (Edward Willingham of Van Wert; a sister, Dorothy Louise O'Daffer of Middle Point; and three grandchildren, Brent Allen Willingham of Willard and Carrie L. On Nov. 24, 1948, in Lima, married Winona Herring, survives in Lapeer, Mich. Mr. Nicholas retired in 1990 director of the medical laboratory at Lapeer County General Hospital, after 40 years, and had worked at Knollwood Clinic and Lima Memorial Hospital. He was a graduate of Ohio Northern University, Ada, The Ohio State School of MedTechnology.
